The purpose of the management review was to compare existing performance to industry benchmarking metrics and to identify major opportunities for improvement based on selected interviews, data analysis and observations of existing practices. A series of improvement initiatives were categorized into two major areas –
- Structure & Processes and
- Information & Systems
Specific recommendations were built on shifting the City’s focus from a reactive maintenance concept to an Asset Based Operational Strategy with a stronger emphasis on an effective Preventative Maintenance Program. A phased action plan to achieve long-term cost savings was developed based on:
- Lower level of higher-cost reactive repairs
- More efficient utilization of supplemental resources for selected work
- Increased productivity from building occupants as a result of fewer service interruptions and problem calls
- Effective work planning and more efficient procurement practices
- Increased confidence in performance data and improved justification for major maintenance investments
- Additional awareness from building occupants on how to better utilize the City’s facilities
- Improved management information and reporting to support more effective scheduling and work performance
